The criteria for Significant Plan Amendments and Replacement Plans are published

The Tertiary Education Commission has published the Gazetted criteria for Significant Plan Amendments (SPA) and Replacement Plans (RP).

We incorporated feedback from tertiary education organisations (TEOs) and peak bodies and appreciate the time and effort TEOs made in contributing their views.

The criteria come into effect on 1 January 2026 and will:

  • enable TEOs to make some changes without our approval
  • clarify when more significant changes must be approved by TEC.

This will: 

  • create more certainty for TEOs,
  • allow flexibility, and 
  • reduce compliance.

We will provide further information on a process for applying to TEC to make changes to your Investment Plans, which will reflect the criteria coming into effect.
