Data System Refresh (DSR) programme overview

The DSR programme was established to deliver a modern, sustainable solution for tertiary education organisations (TEOs) to report information required by the Tertiary Education Commission (TEC) and the Ministry of Education. This information supports critical processes such as funding decisions, performance monitoring, and trend forecasting.

In 2024 the programme successfully launched the new platform DXP Ngā Kete and throughout 2024 and 2025 followed a phased rollout to introduce functionality and support TEOs build familiarity and capability with the system.

In 2025, DXP Ngā Kete fully replaced three legacy systems – the Services for Tertiary Education Organisations application (STEO), Workspace2 (WS2) and the Industry Training Register (ITR) – to provide a single, unified platform for data submission and document sharing.

Key features of DXP Ngā Kete

  • A “one-stop-shop” for data submissions, document sharing and how-to user guides.
  • User-friendly workflows and webforms for streamlined processes.
  • Automated approval of course fees within the Annual Maximum Fee Movement (AMFM) limits.
  • Simplified data submission via .csv uploads or modern API integrations with TEO Student and Training Management Systems.
  • Fully configured to meet all required data reporting, including data required for final-year Fees Free.

Key deliverables

Work-based data collection – August 2025

  • Implemented the new functionality for submitting work-based delivery data, including:
    • new modern APIs for integrating to TEC
    • new fields to capture new data requirements, including for Fees Free
    • updated validation rules with improved, plain language descriptions
  • Ability to submit learner fee data using .csv file uploads (as an alternative to the API)
  • DXP Ngā Kete replaced the ITR
  • Supported TEOs and their vendor to develop the new APIs, complete integration testing and transition to DXP Ngā Kete

RS20 annual returns – August 2025

  • Implemented the functionality required for private training establishments not funded by TEC to submit RS20 annual returns
  • Supported TEOs’ transition to the new .csv upload files

Provider-based data collection – the Single Data Return (SDR) – April 2025

  • Implemented the new functionality for the SDR, including:
    • improvements to the Qualification and Course Registers
    • auto-approval of course fees within the Annual Maximum Fee Movement (AMFM)
    • Workforce Questionnaire (WFQ) statistical data returns
    • new fields to capture new data requirements, including for Fees Free
    • updated validation rules with improved, plain language descriptions
  • Ability to submit data using .csv file uploads for using APIs
  • DXP Ngā Kete replaced the STEO application
  • Supported TEOs' transition to the new .csv files and APIs – depending on submission option used by the TEO

Qualification and Course Search – October 2024

  • Implemented the new Qualification and Course Search, which replaced the Which Course Where search on the MoE website

Other Fund Actuals data collection and documents – October 2024

  • Implemented the new functionality and templates required for reporting Other Fund Actuals delivery data
  • Supported TEOs’ transition to the new .csv upload files

Commitments – June 2024

  • Implemented DXP Ngā Kete and the functionality and templates required for Mix of Provision (MoP) and Educational Performance Indicator Commitments (EPICs) data submissions
  • Supported TEO transition to DXP Ngā Kete for data submissions using the .csv file upload and webforms, and for document sharing
  • DXP Ngā Kete replaced WS2 for new data submissions and documents

Power BI information products

TEC will continue to deliver a set of information products to support data visualisation, analysis and data sharing. Qlik reports will be replaced with Power BI information products. More information coming soon.
