Developing your Learner Success Plans and Disability Action Plans

Learner Success Plans and Disability Action Plans show how tertiary education organisations (TEOs) will achieve better educational outcomes for all learners, in particular, under-served learners.
Learner Success Plans and Disability Action Plans show how tertiary education organisations (TEOs) will achieve better educational outcomes for all learners, in particular, under-served learners.
Learner Success Plans (LSPs) and Disability Action Plans (DAPs) demonstrate TEOs’ approaches to meeting the needs of all learners, in particular, under-served learners (for example, those from low socio-economic backgrounds, with low prior achievement, or who are disabled, neurodivergent, Māori and/or Pacific).
Documenting approaches through a LSP and a DAP is the best way to ensure you remain focused on improving outcomes for your learners. They are also crucial reference points for showing your progress in your Investment Plan.
If you receive $5 million or more in funding from the Tertiary Education Commission (TEC), you must provide an update on your LSP and DAP progress in the Strategic Intent part of your Investment Plan. If you already have an approved LSP and DAP, this update includes how you are progressing against your LSP and DAP, and what you will do next. If you do not yet have a LSP and/or DAP, you must outline the steps you are taking to build your approaches.
Reporting LSP and DAP progress through Investment Plans helps us understand the impact of TEOs’ learner success approaches so far, and their next steps to continue working towards better educational outcomes for their learners.
We use these updates to inform funding decisions, actively monitor progress against commitments, and hold organisations to account. Through this approach we are sending a strong signal that delivering better educational outcomes for learners is fundamental to our investment.
How do I develop an LSP and a DAP?
We provide guidance to help you develop your LSPs and DAPs. These outline what we expect from you in terms of your LSP and DAP development and implementation.
