Changes to the vocational education and training (VET) system

The new VET system commenced operating on 1 January 2026.

Key changes include:

  • the establishment of eight Industry Skills Boards (ISBs)
  • the establishment of 10 stand-alone polytechnics
  • the transition of two work-based learning providers into independent private training establishments (PTEs).

The next focus includes:

  • the transition of more work-based learning providers that currently sit with the ISBs into a PTE, polytechnic or wānanga
  • identifying the industry-preferred network of provision for work-based learning
  • establishing the second tranche of stand-alone polytechnics
  • implementing the federation model
  • disestablishing New Zealand Institute of Skills and Technology (formerly Te Pūkenga)
