Changes to the vocational education and training (VET) system

In November 2025, the Government established 10 standalone polytechnics and eight Industry Skills Boards (ISBs) by Orders in Council. The new polytechnics and ISBs will begin operating from 1 January 2026.
In November 2025, the Government established 10 standalone polytechnics and eight Industry Skills Boards (ISBs) by Orders in Council. The new polytechnics and ISBs will begin operating from 1 January 2026.
The current work-based learning divisions of the New Zealand Institute of Skills and Technology will initially transition to one of the new ISBs. There is no change for students and trainees.
This is a major milestone in the redesign of the VET system. Further decisions are yet to be made on the establishment of a second tranche of polytechnics, and the transition of work-based learning from ISBs to providers.
