Plan Guidance provides TEOs with information about what the TEC will be looking for in a TEO’s Investment Plan, how the TEC will assess the Plan, and how a TEO’s Plan should align with Government priorities including those set out in the Tertiary Education Strategy (TES).
Currently, our tertiary education system does not deliver equitable patterns of participation and achievement for all learners.
A whole system shift is needed for tertiary education to be more equitable and learner-success driven.
A key part of our investment in 2023 is a continuing strong commitment to our Learner Success approach. TEOs will need a learner success plan that shows a roadmap for change with clear milestones and progress measures. This year's Plan Guidance and Investment Toolkit supports this by providing information and templates to assist TEOs.
The advice received from Workforce Development Councils (WDCs) and Regional Skills leadership Groups (RSLG) will be important to 2023 investment as it reflects the needs of key stakeholders. Plan Guidance sets out expectations that TEOs will consider the advice that will be available from the WDCs & RSLGs when developing their Investment Plan.
2023 marks the start of the new Unified Funding System (UFS) for vocational education. There is some introductory information about UFS in Plan Guidance and further detail will be released from April 2022.
