Initial Teacher Education (ITE) is priority provision for the Tertiary Education Commission – we will prioritise funding ITE over non-priority provision. With ongoing demand for teachers, the information below may help ITE providers to plan their provision.

Each year, the Ministry of Education (MoE) releases information on its Teacher Demand and Supply (TDS) Planning Projection. The projection forecasts the future need for teachers and compares it with the potential supply required for there to be no shortages.  

The main groups that the TDS forecasting tool models are: 

  • new domestic teachers (including ITE) 
  • overseas teachers  
  • returning teachers, and  
  • inter-regional flow (teachers who move from one region to another). 

In 2025, MoE released an overview of key TDS findings by region.
