Amending a Notice – Education (Proposed Investment Plans: Content and Submission; Assessment Criteria; and Plan Summaries) Notice 2025
Note: On 9 February 2026, the following amendment to the Education (Proposed Investment Plans: Content and Submission; Assessment Criteria; and Plan Summaries) Notice 2025 was published. This amendment should be read in conjunction with the original Gazette notice published on 5 March 2025:

Under section 424 and clause 6, Schedule 18 of the Education and Training Act 2020 (“Act”), the notice with the above title, published in the New Zealand Gazette, 5 March 2025, Notice-No. 2025-sl999 is amended by:
1. adding under the “Application” section:
“This notice applies to any proposed Plan where the 2026 calendar year is the first year for which the Plan seeks funding.”
2. adding under “Part 1B. Content requirements specific to different organisations”:
Additional requirements for TEOs proposing to deliver work-based learning
Under clause 6(2), Schedule 18 of the Act, where a TEO’s Plan includes work-based learning programmes and activities that will not be transferred pursuant to a transition plan (as described in clause 159 of Schedule 1 of the Act), the TEO must include in its proposed Plan:
- evidence that a majority of relevant industry stakeholders support its proposed Plan; and
- a description of relevant systems and processes to support that delivery.
3. adding under “Part 2. Process and timetable”:
“Proposed Plans for delivering work-based learning programmes and activities must be submitted in accordance with the dates and processes described on TEC’s website, www.tec.govt.nz.”
4. adding under “Part 3. Criteria for assessing proposed Plans”:
“TEC considers TEOs’ transition plans in assessing proposed Plans. TEC considers industry views on the network of work-based learning provision in its investment decisions.”
Additional criteria for TEOs proposing to deliver work-based learning
Under section 424(3) of the Act, for each TEO that proposes to deliver work-based learning, TEC will assess (as relevant) whether and to what extent TEC has confidence that the TEO:
- has appropriate and sufficient industry support for its proposed Plan; and
- has appropriate and relevant systems and process in place to support its delivery.
