2024 allocation of remaining funding – PTE Strategic Fund

$12.1 million will be allocated to eligible Private Training Establishments (PTEs) through a non-contestable process.

The funding round for the 2024 PTE Strategic Component Fund ran from 8 May to 7 July 2023, and we allocated $9 million in total to successful proposals.

We will allocate the remaining $12.1 million to eligible PTEs through a non-contestable process. This comprises $8.5 million for National and Regional Skills Priorities (NRSP) and $3.6 million for Programme Development and Maintenance (PDMF).

Funding allocated through this non-contestable process will not impact previously allocated PTE Strategic Fund funding, and all milestones previously agreed must still be met to receive the corresponding funding.

Eligibility for unallocated funding

We have determined allocation amounts for eligible PTEs based on approved 2024 funding for Delivery at Levels 3–7 (non-degree) on the New Zealand Qualifications and Credentials Framework and all industry training (DQ3-7) Fund

To be eligible for allocation of the remaining 2024 PTE Strategic Component funding, PTEs must:

  • have received a 2024 allocation from us for the DQ 3-7 Fund, and
  • have an External Evaluation and Review (EER) provider category of either 1 or 2, and
  • not be identified as a high financial viability risk as determined by TEC.

Also, to ensure funding can be effectively used to deliver on the purpose of the fund, it will only be allocated to PTEs where it is determined they are eligible for a minimum of $5,000 (combined NRSP and PDMF).

As with previous PTE Strategic Fund funding rounds, this funding must be used to respond to NRSP and PDMF priorities as set out by the policy intent of the PTE Strategic Fund. That is, it must be used for:

  • responding to national and regional skills priorities, and
  • activities, delivery of provision, or capital expenditure within the specified organisation(s) or subcontracted.

In previous contestable funding rounds, PDMF could be used for programme development. For funding allocated through this non-contestable process, PDMF funding must only be used for programme maintenance and improvement, and not for programme development.

Application and assessment

Eligible PTEs will receive a declaration form through Workspace 2. To receive their funding allocation, they will need to complete and return the declaration form by Friday 17 May at 5.00pm.

Reporting and milestones

Reporting and milestone requirements depend on each PTE’s allocation value. All reporting and milestone requirements for the non-contestable allocation process are specific to this funding.

If milestones are not met, then standard recovery processes and conditions will apply. These will be described in the PTE’s Funding Agreement.

Any amount of funding allocated previously through a contestable allocation process will have a separate Funding Agreement with distinct reporting and milestone requirements.
