The Delivery at Levels 3–7 (non-degree) on the New Zealand Qualifications and Credentials Framework and all industry training (DQ3-7) Fund includes the delivery and learner components and is the Government’s contribution towards the cost of teaching and learning services for learners enrolled at a tertiary education organisation (TEO) and studying towards a qualification listed on the New Zealand Qualifications and Credentials Framework (NZQCF) at Levels 3–7.

From 1 January 2023, the Unified Funding System (UFS) replaced the Student Achievement Component Levels 3 and Above (SAC3+) and the Industry Training Fund (ITF). The UFS unifies funding for provider-based study at Levels 3 to 7 and all industry training.

Delivery on the New Zealand Qualifications and Credentials Framework comprises three funds:

  • Delivery at Levels 1 and 2 on the New Zealand Qualifications and Credentials Framework Fund (DQ1-2);
  • Delivery at Levels 3–7 (non-degree) on the New Zealand Qualifications and Credentials Framework and all industry training (DQ3-7) Fund; and
  • Delivery at Levels 7 (degree) and above on the New Zealand Qualifications and Credentials Framework (DQ7+) Fund.
