Developing your Learner Success Plans and Disability Action Plans

We require Learner Success Plans and Disability Action Plans from tertiary education organisations (TEOs) to show how they will achieve better educational outcomes for all learners, in particular, learners most in need.

TEOs must provide Learner Success Plans (LSPs) and Disability Action Plans (DAPs) that demonstrate their approach to meeting the needs of all learners. This is in order to achieve better educational outcomes for all learners, in particular, learners most in need (for example, those from low socio-economic backgrounds, with low prior achievement, or who are disabled, neurodivergent, Māori and/or Pacific).

Since 2022, TEOs that receive $5 million or more in funding from the TEC and/or are required to submit a Strategic Intent are required to have an LSP and a DAP. Updates to these plans are required in accordance with each TEO’s investment cycle. These help us understand the impact of the learner success approaches the TEOs have implemented and next steps to continue working towards better educational outcomes for their learners.

We use these plans to inform funding decisions, actively monitor progress against commitments, and hold organisations to account. Through this requirement, we are sending a strong signal that delivering better educational outcomes for learners is fundamental to our investment.

How do I develop an LSP and a DAP?

We provide guidance to help TEOs develop their LSPs and DAPs. These outline what we expect from TEOs in terms of their LSP and DAP development and implementation, as well as their progress updates.
