Performance expectations for different providers

There are different performance expectations for different providers based on learner component funding amount and Plan requirements.

Providers that receive more than $100,000 of learner component funding will need to meet tailored performance expectations.

Providers that receive between $50,000 and $100,000 of learner component funding will need to meet tailored or standard performance expectations, depending on their Plan requirements for that year. Providers that are required to submit an Investment Plan in 2024 will need to meet tailored performance expectations. Providers that are not required to submit an Investment Plan in 2024 will need to meet standard performance expectations until their next Plan is due.

Providers that receive less than $50,000 of learner component funding will receive the full allocation without learner component-specific performance expectations.

Tailored performance expectations

Tailored performance expectations will be set through milestones. We will require milestones to be submitted alongside the Investment Plan (and Learner Success Plan if a provider is required to submit one). Milestones should be set for the duration of a provider’s Plan.

If the provider is not required to submit an Investment Plan for 2024, they will need to agree tailored milestones with TEC by requesting a significant amendment to their Plan to receive performance element funding.

Milestones will account for 20 percent of the total learner component allocation, and we will pay performance element funding once the milestones are achieved.

The other 80 percent of learner component funds will continue to be distributed in equal monthly instalments.

Standard performance expectations

For years in which we do not require an Investment Plan, we will expect providers that receive between $50,000 and $100,000 of learner component funding to meet standard performance measures.

Standard performance measures are based on providers making progress towards the Minister’s priorities for the performance element. We will also expect to see trends where your general organisational improvements will flow through into learner-related metrics. Each quarter we will engage with you about your progress towards the Minister’s priorities. .

Performance element funding will be paid in quarterly instalments.

The other 80 percent of learner component funding will continue to be distributed in equal monthly instalments.                         

Without specific performance expectations

Providers that receive less than $50,000 of total learner component funding will not need to meet performance expectations specific to the learner component. Some providers that are just above this threshold will not need to either. We will notify you if this is the case.

Instead, performance expectations will be included in existing quality assurance and performance processes.

We will continue to distribute all learner component funding in equal monthly instalments.
