Progress on tuition subsidy exemptions

The TEC is on track to advise the sector later this month of the exemptions process agreed with the Workforce Devlopment Councils (WDCs) for funding of non-domestic learners in response to the Government’s eligibility changes for domestic tuition subsidies.

The Minister determined that TEC would align the exemptions process to the national interest test for occupations developed by the Ministry of Business, Innovation and Employment (MBIE), as part of the Immigration Rebalance work.

In late August, MBIE released the list of sector agreements outlining the occupations that are eligible for domestic subsidies for non-domestic learners.

Over the past two months, we have held four workshops with WDCs and Ministry of Education colleagues to develop the non-domestic learners operational process for 2023, and to receive input from the WDCs about timing. MBIE’s sector agreements list informed our work.

Last week, the final workshop resulted in an agreed operational process for 2023 and outlining the non-domestic learner’s eligibility criteria between TEC and WDCs for 2023.

The sector should keep an eye out later this month for the release of the operational process.

Final information and guidance will be released to the sector in November for application from 1 January 2023. There is further information on the TEC website about the process being followed and the timeframes involved.
