The TEC Board has now considered all eleven TITO transition plans. This is a significant milestone in the Reform of Vocational Education (RoVE) – the planning to transition the role of supporting workplace-based learning from the TITOs to other providers (Te Pūkenga WBL and private training establishments (PTEs)).

Recent transitions have been ServiceIQ, with staff, learners and arranging training functions for the aviation, hospitality, retail, travel, tourism, and museum sectors moving to Te Pūkenga WBL, and The Skills Organisation (first cohort of three) with the learners and arranging training functions for the ambulance sector moving to St John. Both transitions took place on 1 July 2022.

By 1 January 2023, Te Pūkenga WBL and PTEs will be arranging and supporting work-based training as well as delivering education and training in the classroom and online; the goal is that learners will be able to move seamlessly between the different modes of delivery according to their needs.

A great deal of work has taken place over the last two plus years to prepare and plan for the transition of the arranging training traditionally performed by the Industry Training Organisations. To date six transitions have been completed. The Tertiary Education Commission will continue to support the remaining five transitions, scheduled for September and October, to ensure minimal disruption to learners, employers, and industry.
