NZQA is the custodian of the New Zealand Qualifications Framework (NZQF) and is currently leading work on how qualifications could better support the intended outcomes for RoVE - in particular, how vocational qualifications can be simplified.

RoVE presents a once in a generation opportunity to create an integrated vocational education and training system that delivers to the needs of all learners and is responsive to the needs of employers and industry.

Specifically, the aim is to create vocational qualifications which enable greater consistency of graduate outcomes, more seamless transitions for learners, less complexity for employers, and are more nimble in responding to the changing needs of industry.

NZQA has been speaking with stakeholders across the sector on these issues and has now formalised proposals. These proposals respond to strong feedback that the system is too complicated and poorly understood, and extend the changes already considered for vocational qualifications. 

On 21 April 2021, consultation will commence on simplifying qualification design for all New Zealand certificates and diplomas on the NZQF. 

Based on widespread engagement and some very informative workshops, feedback suggests the new system would benefit from having fewer components than the current system - with qualifications, skills standards and micro-credentials as the main components.

The consultation period will run for eight weeks, closing on 16 June 2021, and all feedback is welcome.
