The PBRF Sector Reference Group (SRG) is consulting on the second set of Individual Circumstances issues for Quality Evaluation 2026.

Following further sector engagement with participating TEOs who provided feedback on Individual Circumstances 1, this paper sets out revised proposals for New and Emerging Researcher eligibility criteria, for TEO processes for inviting staff extraordinary circumstances declarations, and for describing the circumstances which impact on individuals’ ability to carry out research.

The paper also sets out proposals for submission requirements for EPs submitted by New and Emerging Researchers, staff who are employed part-time, and staff who make extraordinary circumstances declarations.

The consultation period for this paper is 12 August – 22 September 2022. Feedback may be submitted via the online survey.

Revised SRG consultation timeline

Following the decision to delay the Quality Evaluation by twelve months to 2026, the SRG has revised its consultation timeline. The TEC now intends to publish the final Quality Evaluation 2026 Guidelines at the end of September 2023, three months later than originally planned. This is in order to provide the sector with the requested additional time to engage with the consultation papers. The revised timeline for consultation can be found at SRG Consultation Papers 2026.
