TEOs will receive Targeted Training and Apprenticeship (TTAF) funding for all eligible enrolments. This means TEOs will need to make fee refunds or process student loan reversals, where fees have already been paid for programmes that a TEO is now eligible to receive TTAF funding for.
Government agencies will work with TEOs that have already received the fee payments for study or training that will now be covered by TTAF.
Education and training start date and refunds
The diagrams below explain how start dates determine which fees are covered by TTAF for programmes that are eligible from 1 July 2020.
For SAC 3+ funded providers, the proportion of a course that occurs before, after, or between certain dates has been determined based on the number of days between the start and end date, including the start and end date.

The start date rules for programmes that are eligible from 1 January 2021 are detailed below.
Learners, or those who paid on behalf of learners, will need to be refunded if they have already paid for programmes that a TEO is now eligible to receive TTAF funding for.
Which fees are covered for programmes that are eligible from 1 January 2021?
For SAC 3+ funded programmes that are eligible from 1 January 2021 as a result of the new target areas, the TTAF will cover courses in eligible programmes and qualifications that start on or after 1 January 2021. This is the case even where the qualification or programme started before 1 January 2021, but there are courses that start on or after.
The TTAF will cover 100% of the fees for courses in newly eligible programmes for 2021 that start:
- in November or December 2020 where one third or more of the course occurs after 1 January 2021; or
- between 1 July and 31 October 2020 where at least 75% of the course occurs after 1 January 2021.
The TTAF will also cover 50% of the fees for courses in newly eligible programmes for 2021 that start between 1 July and 31 October 2020 where at least 50% but less than 75% of the course occurs after 1 January 2021.
Start date of coverage for Industry Training Fund funded training in new target areas for 2021: As with the initial target areas, the TTAF will cover training that occurs from 1 January 2021.
Refunding learners directly
The qualification list is routinely updated. If you have learners for newly added qualifications, you need to refund these learners in a reasonable time.
Student Loan reversals
TEOs will need to work with Studylink to pay the relevant fee amounts to the Ministry of Social Development where loans have already been provided to cover a student’s fees.
Fees Free reversals
TEC has updated its Fees Free reporting to TEOs to exclude TTAF enrolments. All Fees Free allocations and wash-ups have been updated to reverse any TTAF enrolments.
