This page provides information on Student Achievement Component (SAC) level 3 and above funding rates.

Numeric Code Categories

The numeric code categories are explained in the table below

Numeric code (category) (classification by level and content of study)
1 Courses designed for non-degree qualifications with no research requirement, including certificates and diplomas
2 Courses designed for undergraduate degree qualifications, including bachelors degrees, graduate certificates and diplomas
3 Courses designed for taught postgraduate qualifications, including postgraduate certificates and diplomas, bachelors degrees with honours, and taught masters papers
4 Research-based** postgraduate qualifications, including masters' theses/dissertations of 1.0 EFTS or more for masters and doctoral study
5 Foreign student enrolments in research-based postgraduate qualifications

Note: Numeric code 5 has been disestablished from 1 January 2019.

2019 onwards – SAC level three and above funding rates

Increase in funding rates

The funding rates below include the 1.6% increase to tuition subsidy rates for SAC provision at level 3 and above announced by the Minister of Education on 27 June 2018. The increase will help providers maintain the quality of tertiary education.

Numeric code (category) 5

Numeric code (category) 5 is not included in the 2019 rates, because it has been disestablished from 1 January 2019. This reflects that providers are able and expected to charge international research-based masters students full cost-covering fees.

Providers will continue to receive the relevant domestic funding rate (numeric code/category 4) for international PhD students.

2018 – SAC level three and above funding rates

Increase in funding rates

Budget 2017 included a 1% increase to tuition subsidy rates for SAC provision at level 3 and above. The increase is to improve the quality and sustainability of sub-degree tertiary education, and provide a meaningful funding boost to institutes of technology and polytechnics, wānanga, private training establishments and universities.

2017 – SAC level three and above funding rates

Increases in funding rates

Budget 2016 included targeted increases to SAC tuition rates at degree-level and above for science, agriculture and horticulture, and veterinary science, as well as an increase for undergraduate medicine. It also increased all sub-degree rates (for SAC Level 3 and above) by 2%.

Specifically:

  • Science [#18]: degree-level and above increased by approximately 5% for funding categories V2-V4
  • Agriculture and Horticulture [#01] and Large Animal Science [#39]: degree-level and above increased by approximately 16% for funding categories H2-H4
  • Undergraduate Medicine: the rate for years 2-3 [#15] was aligned with the rate for years 4-6 [#37]
  • Veterinary Science: the rates for all veterinary science were aligned, and are now funded at the same rate
  • Sub-degree tuition rates: the level 1 categories for sub-degree tuition were increased by 2%, aligning most with the degree-level rate:
    • funding categories A1, B1, C1, I1, J1, L1, and N1 were aligned with the A2, B2, C2, I2, J2, L2, and N2 rates, and
    • funding categories M1, P1, S1, and V1 increased by 2%.

2016 – SAC level three and above funding rates

Increases in funding rates

Budget 2015 increased funding rates for science, agriculture and selected health sciences at degree level and above. These Student Achievement Component (SAC) funding rates have been in effect from 1 January 2016 (unless replaced by new funding rates). 

Specifically:

  • Science (#18): Degree level and above increased by 7.5% at funding rate levels V2-V4. 
  • Agriculture and Horticulture (#01): Degree level and above increased by ~21% by moving funding rate levels from SAC category M2-M5 to H2-H5. Non-degree level remained in funding rate category L. 
  • Pharmacy (#31) and Optometry (#13.1) (and all other Classifications in funding rate category M): funding rate levels M2-M5 increased by 5%. 
  • Physiotherapy (#29) received a 7% increase by moving funding rate level from SAC funding rate category L2 to C2.
