Organisation eligibility
To be eligible for this funding, organisations must:
- be a private training establishment (PTE) as defined in section 159 of the Education Act 1989;
- hold a Category 1 External Evaluation and Review (EER) rating from the New Zealand Qualifications Authority (NZQA) with no pending NZQA action, as at 1 July 2020; and
- not have received funding from Vote Tertiary Education administered by the TEC in 2019; and
- be experienced in providing ESOL tuition.
Learner eligibility
ESOL provision may only be provided to Category A and Category B learners through this funding. All learners must be in New Zealand.
Category A learners are people who:
- identify as having English language needs; and
- hold one of the following visas:
- Partner of a New Zealander Work Visa
- Partner of a New Zealander Visitor Visa
- Child of a New Zealander Visitor Visa; and
- are 16 years of age or over and not a full-time secondary school student.
Category B learners are people who:
- identify as having English language needs; and
- are a domestic student as defined under section 159 of the Education Act 1989; and
- are 16 years of age or over and not a full-time secondary school student.
Programme eligibility
Eligible ESOL provision include, but is not limited to, the following types of courses:
- meeting the everyday English language needs of people living and working in New Zealand;
- preparing learners for further education or training, or employment; and
- supporting achievement of the New Zealand Certificate in English Language (NZCEL) or other recognised English tests.
Requirements of funded ESOL provision
- Proposed ESOL provision must be delivered no later than 30 June 2021.
- The organisation must only charge learners the amount of fees indicated in the application.
- The organisation must charge the same fee to all learners participating in an ESOL programme of study or training provided through this funding.
