Quality Reinvestment Programme
Quality reinvestment provides $177.8 million (excluding GST) over five years to support institutes of technology and polytechnics (ITPs) and wananga meet the needs of learners, employers, and communities.
Funding is available in three stages
Stage three grants will be available for significant alignment activities from 2006 to 2010. Alignment Plans may include activities aimed at planning and capability development for, and transition to, a network of sustainable quality and relevant provision and/or funding aligned education and training provision. This balance will vary from institution to institution, but over time it is expected that the quality reinvestment process will be increasingly used to support delivery rather than to build capability. Further work is being done in consultation with the sector on the assessment of Alignment Plans QRP3 (core capability).
Stage one and stage two grants (to support institutions wishing to undertake early alignment activities, and to assist institutions with capability development, strategic thinking and analysis, and planning initiatives) are no longer available.
QRP3 funding - Change capacity
QRP3 (change capacity) funding will allow eligible institutions to have a dedicated a key manager, or to buy specialist expertise to support its change efforts.
Eligible institutions will be able to apply for a one off QRP3 grant of $100,000 (GST inclusive) in 2007, which will be available for significant alignment activities until 2010.
QRP3 (change capacity) funding will assist eligible institutions with the change management required to align their provision with the government priorities and change messages set out in the Tertiary Education Strategy 2007-12 (incorporating the Statement of Tertiary Education Priorities 2008-10) and the Investment Guidance 2008-2010 (PDF, 620 Kb). QRP3 funding will also assist with the establishment of a network of change agents representing institutions that have received change capacity funding.
Eligibility
The quality reinvestment process is only open to ITPs and wananga established as TEIs under section 162 of the Education Act 1989.
