Workplace Literacy Fund - revised purchasing framework

The purpose of the Workplace Literacy Fund is to strengthen employees' literacy and numeracy skills linked to workplace requirements

The TEC is introducing a new purchasing framework and allocation process for this Fund from August 2009. The new framework will simplify processes and strengthen the dual focus of improving literacy and numeracy skills for employees, and on achieving business benefits. The TEC has developed two new purchasing frameworks. These are for:

Current projects

If you are currently involved in a Workplace Literacy project that is receiving funding, please note that nothing will change for you and previously approved projects will complete as agreed.

You will still be expected to report on your current projects and complete them as per your current contracts.

All applications that were received for the July funding round have been considered under the current framework. Any application that is received for the 12 August 2009 funding round will be considered in line with the new framework. The TEC has a number of projects currently underway or due to start shortly with both TEOs and employers.

The TEC will contact those involved directly to advise them on the change to the purchasing process and to provide information regarding existing projects.  

Overview of changes to the process

When the new process is introduced, TEOs and employers will notice a number of differences. The main elements of that change are:

  • TEOs will only have a single opportunity to seek funding for the remainder of 2009 and 2010. This round closes on 12 August 2009
  • applications from employers made directly to the TEC will now be considered on a quarterly basis, rather than monthly. The first quarterly round closes on 7 August 2009
  • there will now be a single application process, rather than the needs analysis (part A) and programme (part B) applications. TEO lead programmes will be funded at a fixed rate
  • there will be a requirement for a minimum of 50 employees to receive tuition. This requirement will be in place for TEOs and employers
  • a TEC Literacy and Numeracy Employer Advisor has been employed to work with employers to provide advice on accessing literacy and numeracy support for their employees, or developing their own literacy and numeracy initiatives. The Literacy and Numeracy Employer Advisor can be contacted through the TEC Service Centre (please insert "Literacy and Numeracy Employer Advisor" in the subject line).

The Adult Literacy and Numeracy Assessment Tool will be available for use during 2010. To access it, participating employees will be required to have a National Student Number (NSN).

The TEC will require employee NSNs to be reported for monitoring processes once the Adult Literacy and Numeracy Assessment Tool is available.

Payments

Payments are made in equal monthly instalments, on the first banking day of each month. The last payment will be released on receipt of a final report demonstrating agreed outcomes.
