Tools for the PBRF 2006 Quality Evaluation.

Allocating PBRF funding

The TEC prepared a paper on the process for allocating funding from the PBRF funding pool.

An audit methodology was prepared to assist TEOs preparing for the 2006 Quality Evaluation.

The TEC made resources available to help people involved in the 2006 Quality Evaluation gain an overview of their roles and responsibilities.

Census Data

Evidence Portfolios are validated against data collected from the PBRF Census round as part of the PBRF assessment process.

The TEC, in consultation with the Ministry of Education, has added some new data collection requirements for the 2006 PBRF Census and released a revised template for the submission of PBRF Census (Staffing Return) data. The specifications of the nine new fields are now available.

Evidence Portfolio Manager

The 2006 EP Manager is a software tool that was made available by the TEC to TEOs participating in the 2006 Quality Evaluation to facilitate the management of EP data.

The business requirements for the system as identified by the PBRF Project Team, following review and feedback from the sector, are retained here for reference purposes.

Evidence Portfolio (EP) Schema Description

Staff participating in the PBRF assessments must have provided an Evidence Portfolio (EP) as a basis for the assessment of the quality of their research. The ‘EP Schema’ is based on rules provided by the TEC and defines, in XML format, the data which must be provided for assessment. EPs are internally assessed by each TEO before submission to the TEC.

The EP Schema consists of the following key data elements:

  • Identification of the researcher, their area of research and their nominated assessment panels
  • Detailed description of the up to four nominated research outputs
  • Description of up to 30 ‘other’ research outputs
  • General comments and detailed information on any special circumstances
  • Description of the staff member’s ‘peer esteem’ and ‘contribution to research environment’

These data elements are defined in detail in PBRF 2006 Evidence Portfolio Schema. Note that many of the required data fields are completed using pre-defined codes which are defined in the associated code tables Code Tables spreadsheet. The successful submission of an Evidence Portfolio is also subject to the application of specified business rules.

The Evidence Portfolio XML file format and Submission Batch Control Form are included below.  Copies of the Evidence Portfolio software have been separately distributed to TEOs.

Note - the XML file format is intended for a technical audience who have the understanding of how to download and use it.

External Research Income Workpapers

Included below are work papers which TEOs found useful in the preparation of their External Research Income (ERI) information. While it is expected that good practice will require TEOs to prepare comprehensive, auditable workpapers to support their ERI return, the work papers included below were not mandatory for TEOs to use.
