Our people

The Tertiary Education Commission (TEC) is a Crown Entity. Nine Commissioners make up the TEC board, led by Chair David Shand. The TEC management team is led by Chief Executive Roy Sharp.

Tertiary Education Commission Chair David Shand

David Shand returned to New Zealand in 2006 after a number of years living overseas. He has worked for three international organisations, most recently as a public financial management specialist at both the World Bank and the IMF in Washington DC. This followed four years working with the OECD in Paris on public sector reform issues.

After joining the New Zealand Treasury Department in the mid 1960s, David taught accounting and public finance at Victoria University before moving to Australia in 1977.  David left the Australian National University in 1981 to start a career in the Australian public sector and held a number of senior positions in state and federal government, including Deputy Secretary of the Victorian Treasury, First Assistant Secretary in the Australian Department of Finance, and Queensland Public Service Commissioner.

In the 1970s, David spent six years in local politics as a Wellington City Councilor.

David is also currently a director of Meridian Energy Ltd.

He has also chaired the Independent Commission of Inquiry into Local Government Rates established by the Minister of Local Government.

Tertiary Education Commission Chief Executive Roy Sharp

Roy Sharp has extensive governance experience across tertiary education.  He has served on the councils of Te Wananga o Raukawa and the Unitec Institute of Technology, as well as on the councils of Auckland, Victoria and Canterbury universities.

Before joining Canterbury University in 2003, Professor Sharp was Deputy Vice-Chancellor at Victoria University of Wellington, serving as Acting Vice-Chancellor in 2000.  He had also been Deputy Vice-Chancellor at the University of Auckland. He is an engineer by profession.
