What is Regional Facilitation?

Regional Facilitation is the process of bringing together the many stakeholders in tertiary education to gain a shared view of tertiary education needs, priorities and gaps.

The Regional Facilitation process helps tertiary education organisations to develop Investment Plans that meet the needs of the stakeholders in tertiary education.

Who are the stakeholders in tertiary education?

Examples of stakeholders:

  • Business New Zealand
  • businesses
  • Chambers of Commerce
  • Council of Trade Unions
  • economic development agencies
  • employers
  • government agencies
  • industry bodies
  • industry training organisations
  • iwi
  • learners
  • local councils
  • Pacific groups
  • professional bodies
  • tertiary education organisations

The role of stakeholders

Stakeholders bring strategic understanding of tertiary education needs, priorities and gaps to the Regional Facilitation process.

Stakeholders can take part in the Regional Facilitation process by attending meetings, providing written submissions and/or commenting on draft Regional Statements.

Leading Regional Facilitation – the role of institutes of technology and polytechnics

Institutes of technology and polytechnics (ITPs) lead Regional Facilitation in their respective region.

ITPs have been chosen by government for this role because they are state owned institutions with a regional focus.

Leading Regional Facilitation may involve:

  • discussion between tertiary education organisations and stakeholders to develop a Regional Statement
  • building on existing networks and information
  • participating in regional stakeholder forums and leading strategic dialogue with stakeholders where there are not already engagement mechanisms in place
  • supporting the dissemination of information to tertiary education organisations and stakeholders to ensure a consistent generic base for citing stakeholder needs
  • sharing infrastructure and facilities
  • supporting capability development of other tertiary education organisations
  • developing stair-casing arrangements for students between tertiary education organisations

What are the objectives of Regional Facilitation?

  • build a shared understanding of regional tertiary education needs, gaps and priorities
  • develop system capability at a regional level through collaborative relationships
  • better outcomes for students and other stakeholders
  • efficiency benefits and capability development for tertiary education organisations and stakeholders.

What are the outputs of Regional Facilitation?

  • greater shared understanding of the tertiary education needs of the region
  • Investment Plans that reflects regional needs, priorities and gaps
  • a Regional Statement for each region

What are Regional Statements?

Regional Statements of tertiary education needs, priorities, and gaps are the product of the Regional Facilitation process.

Regional Statements provide a basis for tertiary education organisations to develop their Investment Plans.

Tertiary education organisations should use the Regional Statement for their own planning, and the TEC may use it to evaluate Investment Plans.
