Special Education Grants

Special Education Grants were established as Special Supplementary Grants to promote, through one-to-one work with tutorial staff, the acquisition of knowledge and skills to equip learners with learning disabilities to take part in the social and economic life of New Zealand.

Special Education Grants provide additional funding for tertiary education institutions (TEIs) to support and encourage the participation, achievement and retention of groups of learners that have specific needs that are not addressed through Student Achievement Component funding.

Condition TRA022: Tertiary education institutions (TEIs) receiving Special Education Grant funding must do all the following:

  • Achieve the performance indicators and targets agreed by the Tertiary Education Commission
  • Provide a learning environment that is responsive and flexible in order to meet the physical, cultural and learning needs of students for whom this funding is provided
  • Ensure that learners and other stakeholders are fully informed of all the following:
    • The TEI's Special Education programmes
    • The TEI's disciplinary and complaints procedures
    • The TEI's policies relating to holding learners’ personal information, and learners’ rights to review this information.

Condition TRA023: Special Education Grant funding must not be used for any of the following:

  • Capital works
  • Activities that are already funded, or are able to be funded, through other funding streams
  • Compliance with other statutory requirements, such as the Health and Safety in Employment Act 1992
  • The general reduction of tuition fees for all eligible learners (but funding can be used to provide direct financial support for existing learners)
  • Making changes to existing courses and qualifications, or developing new ones.

Eligibility criteria

TEIs are only eligible for this fund if they have had a Special Education SSG funding agreement before 2008. Eligible TEIs must re-apply each year if they wish to be considered for this funding.

Learner Eligibilty

Rule TRA021: Special Education Grant funding is available to tertiary education institutions for domestic students aged 16 years or older.

There are some groups of domestic students to whom it is unlikely that Special Education Grant funding would apply, for example international Doctoral students.

Reporting

Condition TRA034: Tertiary education institutions must provide the Tertiary Education Commission (TEC) with reports in a format specified by the TEC, which includes the following information:

  • A summary of actual expenditure
  • Achievement of agreed performance indicators and targets
  • Any other information the TEC reasonably requests.

Monitoring

The Tertiary Education Commission may make on-site visits to assist in monitoring performance.

Payments

TEIs are paid Special Education Grant funding in 12 equal instalments, on the first banking day of each month.
