About the Adult Literacy Educator Grant

The Adult Literacy Educator Grants (ALEG) focus on building capability of educators/trainers to effectively teach adult literacy and numeracy by assisting them to access and complete qualifications. ALEG funding is available to eligible tertiary education organisations (TEOs) to enable them to provide approved adult literacy and numeracy educator qualifications at no cost to eligible learners.

ALEG funding is part of the Literacy, Language and Numeracy Action Plan Ako Tuapapa 2008-2012. This is a cross government strategy aimed at increasing the literacy, language and numeracy skills of the workforce.

The ALEG objectives are to:

  • provide funding to TEOs to build capability in the adult literacy education sector and to meet the literacy and numeracy needs of the workplace environment
  • contribute to the tertiary education system in line with the Government’s Tertiary Education Strategy 2007-12 (TES).

There is a need for a range of levels of qualifications for educators with different backgrounds to fulfil a range of roles. Organisations seeking TEC funding for new qualifications will need to demonstrate that the proposed qualification would:

  • provide tutors with the capability to teach adults literacy and numeracy, and to target those learners with the lowest levels of literacy and numeracy
  • recognise the diverse contexts in which tutors are operating to raise adults' literacy and numeracy skills
  • draw on New Zealand frameworks and materials (such as Learning Progressions for Adult Literacy and Numeracy)
  • draw on international and New Zealand research evidence on effective practice
  • provide good pathways between other qualifications
  • contribute to the network of provision.

Rule TRA041: Tertiary education organisations (TEOs) receiving Adult Literacy Educator Grant (ALEG) funding must do all of the following:

  • Deliver one or more of the following at no cost to the learner:
    • National Certificate in Adult Literacy Education (Educator)
    • National Certificate in Adult Literacy Education (Vocational Tutor/Lecturer or Workplace Trainer)
    • Masters of Adult Literacy and Numeracy Education
    • Other approved qualifications at a minimum of Level 5 on the National Qualifications Framework.
  • Be registered and accredited to deliver the above qualification(s), including course approval from the appropriate quality assurance body
  • Deliver ALEG funded programmes in geographical locations approved by the Tertiary Education Commission to ensure regional spread of training
  • Provide a learning environment that is responsive and flexible to meet the physical, cultural and learning needs of learners
  • Ensure that all learners and other stakeholders are fully informed of all the following:
    • The TEO's ALEG funded programme
    • The TEO's disciplinary and complaints procedures
    • The TEO's policies relating to holding learners’ personal information, and learners’ rights to review such information
  • Not charge learners any additional cost for the recognition of prior learning process (as an additional amount per learner has been allocated within the grant)
  • Monitor the progress of ALEG funded learners
  • Use the funding to best achieve the targets set out for ALEG funded programmes.

Adult Literacy Educator Grant applications

Eligible TEOs can apply for ALEG funding at any time by completing a 2009 ALEG funding proposal (see forms section below). The proposal should be emailed to: servicecentre@tec.govt.nz

The total amount of ALEG funding an eligible TEO may receive will be determined by consideration of its ALEG proposal. The maximum available grant amount (DOC, 44Kb) differs for qualification and  organisation type.

Rule TRA039: The amount of Adult Literacy Educator Grant funding for individual learners that eligible tertiary education organisation (TEO) can receive may not exceed the maximum amount set by the Tertiary Education Commission (TEC) unless the TEO has obtained prior written approval from the TEC.

Adult Literacy Educator Grant targets

Rule TRA040: Tertiary education organisations (TEOs) receiving adult Literacy Educator Grant funding must achieve the following targets:

  • At least 80% of learners are on track to complete the approved adult literacy educator qualification in which they are enrolled
  • The adult literacy educator programme is reviewed and areas for future improvement are identified, including access and delivery issues and resolution.

Adult Literacy Educator Grant learner eligibility

Rule ENR140: For a tertiary education organisation (TEO) to receive Adult Literacy Grant funding, learners enrolled in approved qualifications must be 18 years or older and meet all of the following:

  • Have the academic ability to complete the programme of study that leads to the approved qualification
  • Have commitment to work in the adult literacy and numeracy education sector

  • Note: priority will be given to learners who are involved in providing adult literacy and numeracy activities in paid or voluntary employment and/or have a minimum of two years teaching experience (preferably in the adult literacy and numeracy area
  • Have met any other eligibility criteria set by the TEO
  • Be New Zealand citizens or have permanent residency status in New Zealand.

Reporting

Condition TRA042: Tertiary education organisations receiving Adult Literacy Educator Grant (ALEG) funding for 2009 provision must submit both the following:

  • ALEG report (Excel, 19Kb). by the end of the calendar year, focusing on three key areas:
    • funded qualifications, including individual papers and/or unit standards
    • successful outcomes, and
    • future planning
  • Specific reporting requirements for the qualifications are as follows:
    • National Certificate in Adult Literacy Education (Educator): the TEO will be required to report against the number of students that are on track to complete the qualification 12 months after study commences, followed by actual completions 24 months after study commences
    • National Certificate in Adult Literacy Education (Vocational Tutor/Lecturer or Workplace Trainer): the TEO will be required to report against the number of actual completions 12 months after study commences
    • Masters of Adult Literacy and Numeracy Education: the TEO will be required to report against the number of students that are on track to complete the qualification 12 and 24 months after study commences, followed by actual completions 36 months later.

ALEG reports should be emailed to: servicecentre@tec.govt.nz.

Monitoring

The TEC monitors delivery of ALEG funded programmes through:

  • learner numbers
  • completion rates
  • learning outcomes
  • any other matter or aspect of the ALEG programme that the TEC reasonably considers relevant.

Payments

TEOs are paid ALEG funding in equal quarterly instalments. The payments are made on 15 January, 15 April, and 15 July. The final payment is made in February of the following year, on receipt and approval of an annual report.
