TEO Component funding

About the Encouraging and Supporting Innovation element

The Encouraging and Supporting Innovation (ESI) element of the TEO Component fund is for innovative projects that are likely to yield the greatest gain for the sector, for learners and other tertiary education providers.

ESI supports a large range of initiatives including:

  • collaborative initiatives between tertiary education organisations (TEOs) and other stakeholders
  • innovative delivery systems
  • skill development
  • infrastructure (excluding capital items)
  • research linkages
  • relationships to enhance technology and knowledge transfer and exchange.

The ESI element is a fixed funding pool and is available on a competitive basis across all sub-sectors. Funding allocations are project-based and decisions are considered outside the Plan approval process. Once agreed, funding for successful proposals will be included in a TEOs Investment Plan.

Eligible organisations

ESI funding is available to the following organisations:

  • All TEOs
  • TEO representative bodies
  • consortia of TEOs
  • consortia of TEOs and stakeholders outside the tertiary education sector.

Priorities

TEOs must focus on the following priorities for their sector.

Universities

  • More Maori and Pacific Island students
  • Increased course completion rates for Maori and Pacific Island students
  • Increased completion rates for degree and postgraduate qualifications
  • Initiatives to contribute to regional and national economic growth
  • Initiatives to improve effectiveness and quality of provision
  • Collaboration with other universities
  • Innovative stakeholder engagement processes
  • Increased links with other sub-sectors.

Wananga

  • More students, especially Maori, at diploma level and above
  • Increased course completion rates for diploma level and above, especially for Maori
  • Increased progression rates
  • Initiatives to improve effectiveness and quality of provision
  • Strengthened engagement with Maori and iwi
  • Collaboration with other TEOs to improve pathways between wananga and other sectors, and to advance matauranga Maori
  • Wananga contribution to sector-wide leadership in the advancement of matauranga Maori

Institutes of technology and polytechnics

  • Increased progression rates, especially for Maori and Pacific Island students
  • Innovative ways to engage with stakeholders and capture stakeholder needs
  • Initiatives to support collaboration between ITPs and other TEOs. 

Industry training organisations

  • Initiatives to improve the uptake of National Qualifications at all levels
  • Initiatives to improve the flexibility and responsiveness of the National Qualifications Framework
  • Research on effective models for workplace learning
  • Initiatives to improve the dissemination of information about industry skill needs
  • Initiatives to support better understanding of generic skill needs (including literacy, numeracy, managerial capability)
  • Initiatives to contribute to economic growth and industry development
  • Initiatives to better integrate workplace learning and workplace performance
  • Innovative ways of engaging with stakeholders

Private training establishments

  • Increased course completion rates
  • Increased progression rates
  • More Maori and Pacific Island graduate outcomes
  • Innovative ways to engage with stakeholders
