Industry training objectives
Achieving the shifts and outcomes in the Tertiary Education Strategy and the Tertiary Education Commission (TEC) Investment Guidance requires industry training organisations (ITOs) to:
- Set skill standards, make arrangements for the delivery of industry training (but not deliver training themselves) and provide leadership to their recognised industry on skills and training matters:
- as set out in the ITO's Plan
- in accordance with the requirements of the Industry Training Act, Education Act and the Government’s policies that may affect the setting of those standards, the arrangements for the delivery of that training and provision of that leadership
- to meet the needs of the ITO's recognised industry and eligible trainees
- Achieve a level of participation in the ITO's recognised industry that is consistent with the broad demographics of the workforce employed in the ITO's recognised industry
- Achieve industry training outcomes that are on the same level as the outcomes achieved by other demographic groups who participate in industry training in an ITO's recognised industry, for people:
- who participate in industry training in the ITO's recognised industry
- of a kind or description specified in the TEC's Statement of Intent as people to whom industry training that is linked to nationally recognised qualifications has not traditionally been available
- Develop and maintain strategies and systems to:
- achieve and maintain financial viability
- ensure only valid training agreements are registered with an ITO
- ensure only accurate and timely reports are provided to the TEC
- ensure all industry training and assessment arranged and managed by ITOs meets the New Zealand Qualifications Authority (NZQA) quality assurance criteria
- ensure all services provided by ITOs to their recognised industries and eligible trainees are of a consistently high standard
- have in place a complaints procedure accessible to an ITO's recognised industry and eligible trainees who may be dissatisfied with the ITO's delivery and which enables the rapid, fair and equitable resolution of complaints
- Develop and maintain a collaborative relationship with other ITOs and with Modern Apprenticeship Co-ordinators contracted by the TEC with whom an ITO may need to work to:
- best meet the education and training requirements of the ITO's recognised industry
- minimise compliance costs for employers and eligible trainees
- make the most efficient and effective use of resources
- best achieve the industry training objectives.
