About industry training
Industry training is systematic training in skills characteristic of, or likely to be valuable to an industry. It is delivered to people employed in that industry. The purpose of the Industry Training Fund (ITF) is to support industry training organisations (ITOs) to achieve the outcomes in line with the Tertiary Education Strategy, the Investment Guidance, their distinctive contributions to the tertiary sector, and their statutory functions under the Industry Training Act 1992. The outcomes must also be in accordance with their approved Investment Plans, and the Tertiary Education Commission's operational policies, including those presented in this Funding Information.
The funding mechanism for ITOs' Investment Plans (with the exception of the TEO Component Sector Leadership funding for which ITOs are eligible) is designed to support formal, structured employment-based training linked to national qualifications, predominantly at Levels 1-4 on the National Qualifications Framework.
Training is managed (but not provided) by ITOs recognised under the Industry Training Act 1992. Industries (employers and employees) are expected to contribute, both financially and in kind, to industry training.
Funding is provided through the ITF for Investment Plans in line with the following principles:
- The tertiary education system will result in a high quality, valuable experience for the participating trainees and stakeholders
- Funding is for the delivery of an organisation’s Investment Plan and the outcomes approved for it, which in turn are linked with government goals and priorities, and stakeholder needs
- Tertiary education organisations are accountable for achieving outcomes and delivery commitments in the Investment Plans for which they receive funding
- Changes that impact on funding or the delivery of outcomes should take place on a “no surprises” basis
- Industry training is expected to be supported by industry with an industry cash contribution.
