Student allowances and the Student Loan Scheme

The government provides financial support to learners through student allowances and the Student Loan Scheme.

Qualification eligibility

The Tertiary Education Commission (TEC) is responsible for approving qualifications for learner access to this financial support. 

The TEC also advises the Minister for Tertiary Education on the longer programmes of study for which tertiary education organisations seek extended learner access to student allowances. These are known as Long Programmes.

Student eligibility

StudyLink, a service of the Ministry of Social Development, approves individual learners for entitlement to student allowances and student loans.
