Council fees

Under section 179 of the Education Act 1989, the Minister determines the maximum fees payable to council members of tertiary education institutions (TEIs).

The Minister operates within the Fees framework for members appointed to bodies in which the Crown has an interest (CO 12 (6)). Each council determines the actual fees within this maximum. The Chief Executive is not entitled to fees.

Until 1 January 2016, the maximum fee levels for universities and wānanga differ from those for institutes of technology and polytechnics (ITPs). 

The Minister announced changes in July 2015 that will introduce an integrated fee structure for all council members of TEIs. The new maximum fees are set out in Table 3.

Expenses

Section 179(2) of the Education Act 1989 entitles a council member, in accordance with the fees framework, to be reimbursed from the institution's funds for actual and reasonable travelling and other expenses incurred in carrying out their role as a council member.

Fees for university and wānanga council members

Until all universities and wānanga have reconstituted their councils in line with the 2015 governance changes, there are two levels of maximum fees:

1. For those university and wānanga councils that are not yet reconstituted, the maximum levels of fees payable to council members are set out in Table 1.

2.  For those councils that have been reconstituted in line with the 2015 governance changes, new maximum fees for council members come into effect on the first day of the new council. Those maximum fees are set out in Table 3.  

Fees for institute of technology and polytechnic council members

Until 31 December 2015, the maximum levels of fees payable to institute of technology polytechnic council members are set out in Table 2.

From 1 January 2016, the maximum fees for council members set out in Table 3 apply to all ITP council members as well as to those university and wānanga council members whose councils have been reconstituted.
