Capital Asset Management Tools and Templates
The Tertiary Education Commission (TEC) has developed draft tools and templates to assist tertiary education institutions (TEIs) to improve their capital asset management systems and processes. These tools are intended to be used as internal planning documents to assist TEIs’ internal operations and reporting.
The TEC believes that, based on experience from other sectors and industries, these tools will be highly useful for anyone that chooses to integrate them into their CAM planning. The tools are draft and have been left unlocked and editable so that users can amend them for their own use. TEIs are encouraged to share models of best practice with each other and to work with asset management specialists to develop and improve upon these tools.
The four tools are:
- Service Justification Spreadsheet (Excel, 135 Kb) - An internal planning document to assist tertiary education institutions to document and describe the education service justification for capital investment.
- Asset Management Plan (Word, 1 Mb) - A template planning document which helps to articulate an institution's asset management planning and purchasing intentions for the foreseeable future.
- Asset Management Standard (PDF, 1 Mb) - A standard used to review CAM in wānanga and institutes of technology and polytechnics during 2010 and 2011 developed in association with asset management experts.
- Exemplar Improvement Plan (PDF, 1 Mb) - An exemplar improvement plan developed by an external asset management expert based on the standard above.
- Level of Service Guidelines for Asset Management Planning (PDF, 291 Kb) - A guideline including advice and guidance on how to develop and define levels of service for asset management practitioners in tertiary education institutions.
Please note that these tools are open source but that the intellectual property belongs to the TEC and should be acknowledged as such.
Asset Manager Workshops
The TEC together with representatives from the CAM Sector Reference Group and SPM Assets sponsored a workshop for tertiary sector asset managers hosted by Unitec in Auckland on Friday 17 February 2012. The aim of the workshop was to share practical knowledge of good practice CAM in the tertiary education sector. The links below are the presentations given during the day.
