SACNC024: TEO providing programmes leading to qualifications at levels 1 and 2 on the NZQF to limit fees


The TEO must not:

a)     charge a fee to a student enrolled in a course that receives SACNC funding if that student is aged under 25 years old at the time that the course commences; or

b)    charge a higher fee for any course that receives SACNC funding than what the TEO charged for the same course, the last time that the TEO offered that course and charged a fee.  

A fee associated with a particular course is subject to this condition if:

a)     the TEO is the sole source of the item to which the fee relates; and

b)    all students who are valid domestic enrolments for the course are required to pay the fees.

For the purposes of this condition, the term “fees” includes tuition fees, compulsory course costs, examination fees, material charges, costs of field trips, costs associated with the compulsory purchase of equipment or books through the TEO, and other charges associated with a course.

However, the term “fee” does not include compulsory student service fees or fees for student identification cards.
