Rule ENR142: Learner eligibility - Youth Guarantee

To be eligible for enrolment in Youth Guarantee programmes learners must meet all of the following requirements:
- Be a domestic student as defined for Student Achievement Component funding
- Be 16 or 17 at the time of study commencement and not turn 18 within three months of beginning study in the Youth Guarantee-funded qualification
- Must not be enrolled in school
- Have either completed school year 11, or have withdrawn from year 11 in the year immediately prior to entering a Youth Guarantee programme
- Must not have previously been enrolled in a SAC-funded programme.
Learners should be new to tertiary education, but may move from a Training Opportunities, Youth Training, or Industry Training programme into Youth Guarantee.
