Can a 15 year old learner enrol onto a Targeted Training course?

Learners under the minimum school leaving age of 16 require a Ministry of Education Certificate of Exemption before their enrolment in the programme, as without such an exemption they are legally required to attend school.

Early Leaving Exemptions (ELX) allows a learner to legally be outside of the school system at the age of 15 to attend an approved course of study.

Learners cannot be enrolled until the ELX has been obtained from the Ministry of Education.
