Achievement of credits

Credit completion using the achieved vs. expected credits rate

This indicator represents the credits achieved by trainees at an ITO, as a proportion of the total number of credits which trainees are expected to complete in a given year.

Monitoring the credits achieved by a trainee compared to those which they are expected to achieve ensures that the Government’s spend on industry training represents value-for-money. Monitoring the credits achieved by trainees also provides information on the extent to which trainees are progressing toward the completion of their programme, and retained in training.

Completion of programmes

Programme completion using the credit-weighted programme completion rate

This indicator measures the number of programmes being completed by trainees, as a proportion of the total number of credits arranged at each ITO. We weight the rate by the number of credits associated with each of the completed programmes, in order to take into account the ‘size’ of the programme.

This indicator recognises the expectation that trainees complete their enrolled qualifications.

Monitoring the programme completions of trainees also provides information on the extent to which trainees are obtaining recognisable and transferable skills that lead to better economic and social outcomes. Completion rates also show the relevant industries that their investment in industry training is leading to clear and measurable results.

Factors that may affect the rates

The credit achievement and programme completion rates can be affected by changes in demand for training. Where an ITO has experienced a decrease in the volume of enrolments, the credit achievement and programme completion rates are inflated and a general increase to the rates occurs. Conversely, where there is an increase in demand the completion rates can decrease without an actual change in trainee performance.

The Industry Training Register

Performance information is calculated based on information reported through the Industry Training Register, and trainee activity is monitored on a monthly basis.

Completions by trainees of qualifications and unit standards are obtained directly from the New Zealand Qualifications Authority, which provides an accurate and timely view of completions.
