Funding

ITOs are funded through their Investment Plan (including the ITO Sector Leadership Component funding for which ITOs are eligible) to support formal, structured employment-based training linked to national qualifications, predominantly at Levels 1–4 on the New Zealand Qualifications Framework. 

There is provision for ITOs to arrange training above level 4, but the volume of this training for any ITO is not to exceed 10 percent of its total volume of training funded by the Industry Training Fund. There is an exception based policy for this rule.

Training is managed (but not provided) by ITOs recognised under the Industry Training Act 1992. Industries (employers and employees) are expected to contribute, both financially and in kind, to industry training.
