Industry coverage

An industry training organisation's (ITO’s) industry coverage is set out in the gazetted coverage statement which recognises the ITO, under Section 5 of the Industry Training Act.

Effectively this is a ‘licence to trade’ within this industry coverage – to set skill standards and to manage the delivery of industry training leading to those standards.

ITOs can apply for an extension of industry coverage at any time. Applications are assessed against the criteria set out in sections 6 and 7 of the Industry Training Act. Where there is sufficient information, the TEC then makes a recommendation to the Minister for Tertiary Education.

Approval of an application for extension of industry coverage does not necessarily mean that the ITO in question will be funded for arranging training for the industry in question. Decisions about the level of funding for an ITO are made as part of the Investment Plan approval process.

Employers may seek approval to have their training managed by another ITO through the exceptions based ‘Employer Choice Policy’.
