Plan guidance for 2012

This guidance information sets out the Tertiary Education Commission’s (TEC) expectations of Tertiary Education Organisations (TEOs) submitting proposed Investment Plans (Plans) in 2011 seeking funding approval for 2012. The guidance is consistent with that issued for TEOs in  2010. 

This guidance sets out Plan content requirements and outlines how funding decisions will be made by the TEC. It provides links to online information about how funding allocations will be made, fund-specific performance indicators, and Plan submission timelines.

TEOs need to submit a proposed Plan to the TEC to be eligible to be considered for funding.  The TEC will assess proposed Plans using the prescribed and gazetted decision making-criteria. Previous levels of funding from the TEC do not automatically create an entitlement to future funding at the same levels.

Who needs to submit a Plan?

All TEOs that have funding approval for their current Plan expiring on 31 December 2011 will be required to submit a proposed Plan in order to be considered for funding in 2012, unless an exemption applies.

The following organisations are exempt from having to submit a Plan:

  • organisations with which the TEC is contracting only pilot initiatives and who receive no other funding from the TEC
  • employers who are only receiving Workplace Literacy Funding from the TEC
  • government training establishments
  • organisations who are only receiving Modern Apprenticeship funding from the TEC
  • organisations who only receive English for Migrants pre-purchased English tuition fees from the TEC
  • WorldSkills New Zealand.

Funds included in Plans

The majority of TEC funds are administered through Plans. A small number of other funds are administered off-Plan and have separate application and monitoring requirements. The Fund Finder has details of each fund.
