Acceptable offers
The following list provides examples of acceptable offers, subject to offers being assessed against the inducement principles. If in doubt, TEOs should seek advice from us:
- Retention of course material, for example course notes, course-related textbooks and other media such as CDs or videotapes containing course material
- Guarantee of a job placement on the successful completion of a programme of study backed by a money-back guarantee, whether partial or total
- Conditional offers of partial refunds, for example for timely or electronic enrolment. TEOs may justify such offers by improved business efficiency through reduced administration costs
- Telephone, internet or cable TV where a TEO can demonstrate that it is directly related to the course, or that it is essential for study, or that it enhances educational outcomes. TEOs must take appropriate controls to protect public funds (for example 0800 numbers, limited channel access, or pre-pay plans for cellphones) and should limit these offers for the duration of the course and to learners who do not already have such access
- Prizes or scholarships that TEOs award to top learners after course completion
- Fee scholarships that TEOs award on merit or financial need.
