Performance commitments
We will monitor the performance of each TEO and discuss this performance as part of the Investment Plan process. We will also analyse TEO-reported data for each Investment Plan delivery and performance commitments.
For 2008-2010 Investment Plans, a developmental approach was taken towards the Key Performance Indicators. They were developed in relation to the Tertiary Education Strategy 2007-12 shifts, priorities, and distinctive contributions for each sector.
For 2011-12 Investment Plans, performance commitments were developed for each sub sector in relation to the priorities outlined in the Tertiary Education Strategy 2010-15 (TES). Not all priorities are a focus for every TEO in that sector.
From 2011, the TEC has mandated the use of participation (or input) commitments targeting the TES priority groups i.e. Māori and Pasifika learners and those aged under 25 years.
The TEC has also mandated the use of educational performance indicators as measures for (output) performance for SAC[1] and ITF[2] funding. All SAC funded organisation’s educational performance will be measured by successful course completions; qualification completions; student retention; and student progression.
All ITOs receiving ITF funding will use two educational performance indicators to measure trainee performance i.e. achievement of credits and completion of programmes. The industry funding contribution will also be measured to provide contextual information around individual ITOs.
Performance commitments were agreed on an individual organisation basis during Plan development so commitments will vary between TEOs.
