Evaluation of changes to governance

As part of the TEC’s monitoring role it has produced an evaluation report into the impact of new ITP governance arrangements.

The Education (Polytechnics) Amendment Act 2009 introduced significant changes to the composition of ITP councils to enable an effective and efficient ITP sector that contributes to the government’s goals and priorities for tertiary education.

The Review of Governance Change: Evaluation of the implementation and short-term outcomes of the change report marks the completion of phase one of a three phased evaluation into the impact of the changes.

The report captures respondent feedback about the legislation and the short-term outcomes achieved from the governance changes. The findings are presented in four parts:

  1. The context of the change
  2. Implementation and transition of the change
  3. Outcomes achieved and evidenced in the short-term
  4. The challenges ahead to achieving the intended outcomes of the change

The next phase of the evaluation will assess the medium-term outcomes of the changes on the wider council environment and the ITP sector. This is expected to begin in August 2012.
