Fees

All TEOs must issue an invoice to learners as outlined in Rule ENR080[1].

In addition to full payment in advance, TEOs may accept agreements for learners to pay fees via:

  • contract, where a learner agrees to pay fees or course costs in a lump sum or instalments within a specified time (see Rule ENR081 for details), or
  • student loan (see Rule ENR082[2] for details).

Receipts must be issued and recorded (Rule ENR083[3]).

TEOs intending to claim SAC funding must have obtained a commitment to pay from the learner in accordance with Rule ENR084.

There are additional rules relating to payment of fees for TEIs (Rule ENR044) and PTEs (Rule ENR045[4] and Rule ENR046).

    Rule ENR080: Fees - invoices

    Tertiary education organisations (TEOs) must provide each learner with an invoice that:

    • itemises the fees/course costs of each course in which the learner enrols
    • links to the qualification(s) and courses the learner applied for on their enrolment form, and that have been included in the TEO's enrolment offer.

    Rule ENR082: Fees - student loans

    When collecting payment of fees via a student loan, tertiary education organisations (TEOs) must complete the following before recording fees/course costs:

    • Gain the learner’s agreement to authorise the payment of fees/course costs from their loan account. TEOs must send a Verification of Study to StudyLink
    • Receive confirmation that StudyLink has accepted the learner’s loan application
    • Inform learners in writing of arrangements concerning payment, for example whether via a student loan, instalments within a specified time, or payment before the first day of the course.

    Rule ENR083: Fees - receipts

    When learners have paid their tuition fees and associated costs, the tertiary education organisation must record the payment of fees on their student management system and issue a receipt.

    Rule ENR045: Fees - PTE banking

    Private training establishments (PTEs) must do one of the following:

    • Deposit, in a trust account (not an operating account), tuition fees and associated course costs accepted on or before the first seven calendar days of a programme of study
    • Elect not to request tuition fees and associated course costs until the eighth day of a course (or a longer period set by the PTE).
