Enrolment form
The enrolment form, whether electronic or paper-based, is:
- the form by which TEOs collect learner information for public funding and statistical purposes
- an offer to a learner of a place in a course or programme of study leading to a recognised qualification. This offer indicates the TEO can place the learner and intends to deliver that course or programme of study
- evidence that the TEO is certain the learner is who they say they are, that the learner satisfies the entry criteria, and that the learner has a reasonable chance of success in the course or programme of study
- a contract between the TEO and the learner once it is signed and returned by the learner.
The SDR manual details the mandatory reporting requirements. The Ministry of Education’s generic enrolment form conforms to the SDR manual and our requirements. See Rule ENR040[1] for details.
Requirements vary by learner type (A, B, C or D). The mandatory verification requirements for type D learners (those enrolled in formal education) are particularly important, as type D learners are the basis for the bulk of tertiary funding.
