Counter-signing

TEOs are required under Rule ENR058[1] to sign a learner’s signed enrolment form, to confirm that:

  • the learner has proved his or her identity
  • the learner is eligible for the TEO's claim for SAC funding
  • the learner has met admission requirements
  • the learner has a reasonable chance of success in the qualification
  • the details on the enrolment form have been checked and found correct
  • the steps in the enrolment process required by us have been followed.

    Rule ENR058: Enrolment contract - confirmation

    Tertiary education organisations must confirm a learner’s enrolment by one of the following:

    • The issue of a receipt for payment for fees/course costs
    • The issue of a student identification card
    • A letter with details of the learner’s courses.

    TEOs must validate learners' signed enrolment forms by countersigning them.
