Issuing student identification

There are three methods for issuing authenticated student information under Rule ENR071[1]. The process by which TEOs may accept online applications without proof of identity is outlined in Rule ENR072[2].

    Rule ENR071: Electronic enrolment - issuing student identification

    Tertiary education organisations (TEOs) must use current generally accepted standards of encryption for electronic learner enrolment processes.

    The TEO must then apply one or more of the following options for issuing authenticated identification:

    • Authentication in person
    • Postal applications
    • Internet applications.

    Rule ENR072: Electronic enrolment - without proof of identity

    Tertiary education organisations (TEOs) may accept online applications without proof of identity, and complete enrolment procedures later. In such cases, TEOs must ensure the learner completes a valid enrolment, according to the requirements for a valid enrolment set out in this documentation, before they report the enrolment through the Single Data Return to support any Student Achievement Component funding in relation to the learner.
