Admissions

TEOs are autonomous in their admission and enrolment procedures as long as they are auditable (Rule ENR043[1]), cover 11 specified steps, and meet the requirements of the Education Act 1989 (Rule ENR042[2]).

The 11 admission and enrolment steps are:

  1. The TEO provides information on qualifications, including courses
  2. The learner applies to the TEO for admission and enrolment (separately or together)
  3. The TEO verifies the learner’s identity and citizenship
  4. The TEO confirms the learner’s eligibility to study (this is the admission process)
  5. The TEO offers to enrol the learner on a course or programme of study (a programme of study is a combination of courses that make up a qualification)
  6. The learner accepts the offer (this is the enrolment process)
  7. The TEO records the enrolment
  8. The TEO invoices the learner for any tuition fees
  9. The learner pays any tuition fees or arranges for them to be paid
  10. The TEO records payment of any fees and any changes to enrolment, including withdrawal and refunds
  11. The learner attends the course(s) beyond the period when a withdrawal with a refund applies.
