Changing your Plan
An Investment Plan (Plan) may require change for a number of reasons during its period of funding approval. ITOs and TEIs[1] should contact their Investment Manager and all other TEOs[2] should contact our Service Centre before considering any proposed change to their Plan.
Change can occur at any time during the period of a Plan. The length of time taken to develop and finalise a proposed change will depend on the level of complexity involved.
Types of change
Three types of change can be proposed to a Plan. They are:
A change to a Plan that is not related to funding received from us and that does not require our approval. Examples of this include changes to privately funded research or privately funded provision
A change to a Plan where we have a funding interest. This includes:
- a change to any tertiary education programme or activity for which we have approved funding via the Investment Plan
- a change to any of the performance indicators used to measure achievement of proposed outcomes for tertiary education programmes or activities for which we have approved funding via the Investment Plan.
A significant amendment forms part of the Investment Plan and takes effect on the date specified by the TEC.
A change that sees the existing Plan replaced by a new Plan. A replacement Plan will be required for substantial changes to a Plan. For example when a TEO seeks to make a major shift in the mix of provision described in its Plan.
A replacement Plan may also be a technical requirement for change that is less substantial. For example when we approve funding for new programmes or activities that are not currently included as part of the Plan but are to be included as part of the Plan moving forward.
A replacement Plan takes effect on the date specified by the TEC.
Who may propose changes to a Plan
- a TEO may ask us to approve a significant amendment or replacement that the TEO proposes
- we may propose a significant amendment (but not a replacement) to a Plan if satisfied that the significant amendment is reasonably necessary to ensure accountability for public funding
- we may require a TEO to review its Plan with a view to amending or replacing it.
Requirements for TEO-proposed significant amendment or replacement Plans
A TEO proposing a significant amendment or a replacement Plan must:
- work with us on the preparation of the proposed amendment or replacement
- consult with stakeholders it considers ought to be consulted and any other person or group we stipulate
- work with us about ways it can implement the content of the significant amendment or replacement Plan.
