Learn about funding

Each fund has specific eligibility criteria that define which TEOs[1] may apply for that funding. Criteria are specified in a funding determination by the Minister of Education according to section 159L of the Education Act 1989.

Organisations seeking funding for the first time must provide their financial viability information as outlined in Rule GEN001[2] at least three months before the first intake of learners. New TEOs[3] should also view the Ministry of Education’s Induction Pack for those new to the sector.  Under Rule GEN014[4] TEOs[5] may not seek or obtain duplicate government funding for the same activities.

Funding decisions are subject to a right of review process before funding agreements are entered into. Funding recovery as provided for in GEN015[6] may occur in certain circumstances.

There are specific eligibility requirements for TEIs[7]ITOs, PTEs and OTEPs, REAPs, schools and community organisations.

    Rule GEN001: TEOs applying for funding for the first time

    Notwithstanding any other condition, tertiary education organisations seeking access to Tertiary Education Commission (TEC) funding for the first time must submit their financial viability documentation to the TEC at least three months before the first intake of learners for whom they are seeking TEC funding.

    Condition GEN014: Non-duplication of funding

    Tertiary education organisations (TEOs) must:

    • Not seek or obtain funding from any other Crown source to fund the same part of the TEO's activities funded by the Tertiary Education Commission (TEC), unless authorised by the TEC
    • Notify the TEC immediately the TEO becomes aware of any circumstances that might result in a breach of this condition.

    Condition GEN015: Funding recovery methods

    Where funding is owed by a tertiary education organisation (TEO) to the Tertiary Education Commission (TEC), it will be recovered by one or more of the following methods:

    • A reduction in the next payment due
    • If the next payment due is not large enough, then the TEC will also issue a 'letter of demand' for the remaining funding to be repaid
    • Set-off against any funding or money payable to the TEO by the TEC, if the funding recoverable from the TEO has been outstanding as a debt for 90 days or more
    • In exceptional circumstances funding due may be repaid over a longer timeframe but only with the agreement of the TEC, in line with the TEC's debt management policy.
