Literacy and Numeracy Embedded SAC top-ups

The basis of Embedded Literacy and Numeracy funding in 2011 differs from that of 2010.

The Literacy and Numeracy Embedded SAC[1] top-up funding supports ITPs[2] and wānanga to embed literacy and numeracy in qualifications and courses at levels 1-3 on the NZQF[3].

Eligibility

The fund is available to ITPs and wānanga with more than 30% of the EFTS[4] enrolled in NZQF Level 1-3 courses being in courses containing embedded literacy and numeracy tuition. This is based on projected 2011 figures.

Allocation

Funding is allocated in proportion to the percentage of EFTS above the 30% threshold, based on the funding year projections, and the available funding. Up to 50% of EFTS attract a base level of top-up funding. EFTS above 50% attract a higher level of funding.

Performance requirements and assessment

The data within the Assessment Tool will provide ongoing, objective information about literacy and numeracy approaches and programmes.

ITPs and wananga will increasingly focus on learner gains in literacy and numeracy.

From 2011 all NZQF Level 1-3 programmes that include literacy and numeracy will use the Literacy and Numeracy for Adults Assessment tool for all learners whose skills fall within the Learning Progressions, as per Rule ELN031[5]TEOs[6] will also reassess all learners on or near completion of their programmes with the Assessment Tool. TEOs will not need to reassess where the first assessment in the Assessment Tool reports that the learner is:

  • if the assessment is for numeracy, at Step 6 in numeracy
  • if the assessment is for reading, at Step 5 or Step 6 in reading
  • if the assessment is for writing, at Step 5 or Step 6 in writing.

For 2011, there are no funding implications linked to learners' literacy and numeracy progress as reported in the Assessment Tool. However, the data that is gathered will be used to inform future policy and funding decisions.

Payment

In 2011 Literacy and Numeracy Embedded SAC top-up funding will be paid as follows:

  • Equal monthly payments from January to June 2011 will make up 69.09% of each TEO's annual funding allocation.
  • The remaining 30.91% will be paid through equal monthly payments from July to December 2011.

    Courses contributing to the count of programmes at New Zealand Qualifications Framework Level 1 - 3 with embedded literacy and numeracy must include assessment of learners using the Literacy and Numeracy for Adults Assessment tool:

    • Each learner must be assessed against at least one strand of the Learning Progressions, selected from either the reading or the numeracy strand
    • Followup assessments must be against the same strand(s) as the initial assessment.
