Youth Training has been merged with the new Youth Guarantee fund as of 1 January 2012.

The purpose of the Youth Training programme is to enable learners under the age of 18 with low qualifications, and who are at risk of long term unemployment, to engage in further education and training. 

A wide range of TEOs[1] access Youth Training funding including PTEs, schools, ITPs and universities.

Youth Training funding is aligned to a TEO’s Plan. Delivery of each Plan is monitored by us.

Any TEO that receives funding must abide by a number of rules and conditions.

Allocations are determined annually, contracted on a calendar year basis and are based on performance against targets specified in Condition  YTR029[2].

Access to Youth Training funding will be considered in accordance with government policy (as directed by the Minister’s determination under section 159L of the Education Act 1989), the Tertiary Education Strategy and in response to performance.

    Condition YTR029: Youth Training performance targets

    Tertiary education organisations receiving Youth Training funding must achieve the following targets:

    • At least 60% of learners have progressed into, and are in, further training, education, or employment at two months after leaving the programme
    • On average learners leaving the programme achieve at least 20 credits on the New Zealand Qualifications Framework
    • Maintain occupancy of at least 75% for the programme's duration
    • Meet any additional measures specific to the relevant initiative specified in the Investment Plan under which funding has been approved by the Tertiary Education Commission.
