The purpose of the Youth Training programme is to enable learners under the age of 18 with low qualifications, and who are at risk of long term unemployment, to engage in further education and training.

A wide range of TEOs[1] access Youth Training funding including PTEs, OTEPs, schools, ITPs and universities.

Youth Training funding is aligned to a TEO’s Investment Plan. Delivery of each Plan is monitored by us.

Any TEO that receives funding must abide by a number of rules and conditions.

Allocations are determined annually, contracted on a calendar year basis and are based on performance against targets specified in Condition TRA029[2].

Access to Youth Training funding will be considered in accordance with government policy (as directed by the Minister’s determination under section 159L of the Education Act 1989), the Tertiary Education Strategy and in response to performance.
